the white house correspondents dinner. the president promises obama. we thank her for being here. after last year's dinner, tom brokaw had some blunt words about this dinner. he said some but will he -- he said symbolically that this is a those from separates the people they are supposed to serve. thefocus should be on what hilton is serving tonight, but who we are serving tomorrow. we should be serving the public and the next generation of journalists. and that is something i have thought a lot about since becoming president. few people know what it's like to have this much power for just about a year. other than conan. bring their partisan conflicts into the white house? would mitt romney and barack obama really cooperate? that's what they framers were talking about. alecer in hamilton talks about multiple presidents, rivalries. it don't thing that would happen. in fact the very good reason to think they'll develop a cooperative relationship. first, they wouldn't have incentives to have conflictual ual don connect newell relationships in tip tall power, sharing settings, each person or different people feel that by maneuvering and jockeying for power they can establish a dominant position, but in a college presidency i -- coalition presidency i propose no amount of maneuvering or back-stabbing or doing whatever else could lead to a dominant position. no matter what it would be a 50-50 relationship for the current term and after re-election. so there wouldn't be incentive to engage in conflict. more than that there would be a very important incentive to cooperate. when presidents reach the white house, they're at the top of the political ladder. at that point, the primary concern is the legacy

overall economy. what do you think? should we do that? and even in congress and the white house both president obama and members of congress, paul ryan, have proposed limiting average medicare spending per beneficiary to gdp growth at 0.5%. we don't hear much about that. but both of them have proposed limits, because they know that trajectory that we're on. what do you think? should we have limits to how much we spend? the health care reform law had proposed ap independent advisory board, it'd be set up with 15 members appointed by the president, confirmed by the senate, and members would recommend ways to curb medicare spending. it was based on the base realignment and closure commission. we had to close a lot of military bases. it's very hard for elected officials to make those decisions to close a military base in their own constituency, so they ceded that responsibility to experts, and congress had to agree or disagree. that was the model used for the independent payment advisory board. it cannot change medicare raise premiums, cut benefits, and if congress doesn't like the recom
